I don't think those IR beacon transcievers will work for 2 reasons.
1) it won't tell you how far away the the two transcievers.
2) it wont' go through obstacles. IR sensors shoot out light - it can't penetrate objects. On top of thtat, the distance between the modules probably can't go that far anyways.
Only thing I can think of attach an omni-directional RF transmitter onto the person, and use a directional antenna receiver on the vehicle to scan 360 degrees using a stepper motor. The strongest signal will determine which direction the person is with respect to the vehicle.

I just had a short conversation with Kin Fun Li with regard to methods of tracking range and direction. He seemed to have trouble coming up with ideas or sensors to use.
To me, this is an indication of how deep of a shit hole we are currently in.
